What training, experience, and characteristics qualify you for this position?
I served as the presiding Judge of the 113th Civil District Court, 2013 to 2018 & of the 164th Civil District Court in 2020. I am certified as a specialist in the fields of Civil Trial Law and Civil Appellate Law - Texas Board of Legal Specialization. Since 1976, I represented plaintiffs and defendants state and federal trail and appeals courts. I presided over the Harris County Tax Court for 14 years. I have decided hundreds of civil cases as an arbitrator under the American Arbitration Assn.
What will you do to promote the just, prompt, and affordable resolution of civil cases that come before your court?
It was always my policy and practice to encourage full participation by all parties. I allowed oral hearings in any matter, and no proceeding is convened unless all parties are afforded an opportunity to participate. I have worked with the Houston Bar Association to find ways that people without attorneys can get free assistance with the trial of their cases, and in setting up a program to encourage law firms to allow younger lawyers to gain trial court experience.
What will you do to ensure that cases before your court are heard in a timely manner?
During my previous service as judge, I kept one of the busiest trial schedules in our county and had one of the smallest pending case dockets. My days began before 7:00 AM to prepare thoroughly for all formal proceedings. I encouraged attorneys to discuss minor issues informally in conference calls all parties and the court; this saved time for the attorneys and money for their clients. I ruled promptly on all matters and worked to render clear, impartial decisions in accordance with the law.
